Here is a guide to how to get at least under 4:05 on Chaotix's extra Power Plant mission or at least under 1:25 on the regular mission. I had a 4:02 video but it had lots of mistakes so I didn't put it up. So here is this instead. And note the "Gold" part so that you don't get confused with regular turtles and the turtles you want to kill (gold ones):

Gold Turtle 1
Right from the start, turn around and homing attack to the flower behind. Open it with charmy and enter it. You'll end up in the room with the last gold turtle in it. If you want an even better time; restart in this room and then when you come to the start, the flower will be open already. Okay, back to the room with the last gold turtle. Use Espio to flip the gold turtle over and when it falls, use Vector to finish it. Now die to get back to the start quicker and with the same exact time you had when you defeated the gold turtle.

Gold Turtle 2
After you restart (by dieing) homing attack and go forward to the turtle and kill it with Vector. Ride up the wall and run onto the red hexagonal thing on the platforms that rise when you kill the green flapper (without killing it). Use it to fly up to another green flapper. Defeat it (using fly and power) and ride up the wall. Again, kill another green flapper to open up the path ahead. Rocket accel up the path and then jump up the wall. Run past the caged flower and past the 5 flappers (or kill a few for a team blast). Jump up to the pulley and jump off to the two green flappers. Kill them and continue to the blue wall to go up it. If you have a team blast, use it next to the cage where the gold turtle is. If not, run to the right where the switch is under the metal boxes to open the cage. Use Espio to flip the gold turtle and Vector to finish it.

Gold Turtle 3
Now run to the check point and jump onto the 2nd weight. Fly up to reach a pulley to the third gold turtle. If you used your team blast on the second gold turtle, hit the middle of a target and hope for a team blast (hit a second if you fail). If you didn't use a team blast on the second gold turtle, you should have one by now so use it.

If you are playing the reguler mission, you are done (with at least 1:25). If you are playing the extra mission, continue reading:

Gold Turtle 4
After you have used the team blast on the third gold turtle, hit the middle of the targets and hope for a team blast. Once you have one, jump off the side of the tower to the path below. When you come out of the sphere, homing attack the three red flappers and right after the third, homing attack to the path ahead without hitting the green flapper. Follow the blue path and up the blue wall to three flappers. Kill them all to open the cage to the switch. hit and wait for the pole to stop extending to go up it. Kill the turtle to open up the next area. Fly to the third platform and jump off using Espio. You might land on higher ground so hold B until you enter the pit with the fourth gold turtle. Team Blast it and you done with it.

Gold Turtle 5
Fly on top of the cage and then onto the next path. Destroy the turtle and one of the green flappers to raise the floors. Fly up them to the next room with a flower and enter it. Go around the hole and kill the three enemies here to open up the path. Rocket accel onto the path and into the sphere to another twisting blue path. Run past the weights and up the wall, past the turtle and up a blue wall and grab the first pulley. Get off it and run to the triple spring to the fireball path. Run up the wall ahead, and kill the two green flappers to go up the blue wall. Run past the turtle and fly up to the blue wall using the red hexagonal thing. Go up the wall and past another turtle to a red flapper. Kill it to raise the floor. Run past the two green flappers and, using Espio, kill the red flappers to the second platform. Use Charmy to kill the next set of flappers and then onto the fourth platform. Kill the green flapper and then homing attack the spring to reach the rail. Grind it and jump off and homing attack to the next rail. When you reach the checkpoint, fly up to the second flower (skip the first because it only has a spring) and enter it. When you come out, run around the hole to the last gold turtle and team blast the finish the mission.

If this is done decently, you should have at least 4:10 but maybe lower. So, good luck with that :)
