Blue Sphere Algorithm?

OK, not a typical competition game.  I was looking at this:
Blue Sphere Maps (BTW Thanks Rolken for posting this way back when)
Just by the way the site seems to work, this quite obviously isn't a database of any kind.  (Besides, by the sheer number of ... well ... numbers, such a database verges on the gigabyte range.)  There must be some kind of algorithm that relates level number, stage number, password, and four level tiles.  I also noticed that it probably wouldn't take much work to make a simple flash/C version of Blue Sphere (possibly even a mobile version), and that if it was to recreate that game, the least obvious part to implement is this setup of levels.  I could actually be up to programming something like that if I have the spare time.  Does anyone here know either (1) the algorithm itself or (2) how I would find this algorithm?
