Recently I tried to speed run Speed Highway Act 2 (Modern) with Super Sonic equipped. Regardless of skills or not, there is a camera glitch which affected most of us and there's no way to fix it. Is a camera glitch fix in Speed Highway allowed if someone fixes the camera glitch?

No alterations, no nothing. In the Vanilla game, for many PC players like me, after catching the rocket to the next area where you need to drift right, after the last 2D section, the camera glitch starts.

there are planty of camera glitches in Generations, there's one in GH2, a GH classic challenge and another in crisis city, modding the game to fix it isnt going to be allowed, playing the vanilla game rule doesnt have exceptions

IT doesn't matter. Unless it's an official patch like they do with 360 to fix these things, you're not allowed to mod the game in anyway.
