Who knows. Maybe he did. First time I read it, I still didn't get it. But anyway, it's different for each game, so you know. They're basically restrictions that prevent you from doing things that could help you but are actually unapproved of (e.g., resetting the game just as you finish a level, or something along those lines). But read the rules, as suggested, for a FULL debriefing for each game it applies to.
